What is Stellar Crisis:

Stellar Crisis was the first free, interactive war game to hit the Net,
making its appearance approximately February 1993.
Like chess, it provides good game play within a simple interface.

Why PmWiki:

1. It uses PHP like this version of Stellar Crisis so I knew PHP would be available to the sysop.
   (I would have preferred to play with Ruby but it is not as widely available currently.)
2. It uses files instead of a database. Putting it into a database could increase the cost as some servers charge per database.
